Administration & Finance Unit

The Bursary/Loan and Fund Management Unit is responsible for managing the financial support systems for students, ensuring that scholarships, loans, and bursaries are effectively administered to foster access to higher education.

Key responsibilities of the unit include:

  1. Ensure effective and efficient implementation of the short, medium- and long-term strategy for financial needs;
  2. Manage and supervise daily financial operations;
  3. Coordinate all external audit activities from various partner institutions;
  4. Coordinate and ensure proper and timely financial reporting and ensure that applicable accounting standards and procedures are respected;
  5. Manage the HR functions and ensure that all institutional HR policies, procedures and systems are respected;
  6. Ensure effective implementation of the staff capacity building plan;
  7. Coordinate and manage staff performance contracts and evaluation in the Institution;
  8. Supervise the implementation of the IT functions for all institutional services and support systems;
  9. Coordinate effective planning, management and reporting of institutional logistics and assets;
  10. Coordinate the use of vehicles both rented and cost-owned ones under government fleet policy;
  11. Ensure the staff’s welfare and compliance with public HR legislation;
  12. Identify vacant positions and coordinate the whole recruitment process;
  13. Coordinate and manage the drafting of contracts of employees in collaboration with the legal advisor;
  14. Manage and ensure timely payment of staff salaries and other fringe benefits on a regular basis;
  15. Ensure the existence of strong internal control of fund allocation, budgetary commitments, authorizations and payments;
