HEC, Education Stakeholders Discuss 2025–2030 Higher Education Strategic Plan
On October 24, 2025, The Higher Education Council (HEC) convened a high-level strategic workshop with education partners, featuring expert roundtable sessions aimed at developing a comprehensive Higher Education Strategy to enhance quality, research, collaboration, and innovation across the sector.
The meeting also served as a platform to foster dialogue between HEC and higher education stakeholders, discuss current sector trends and opportunities, and gather key insights to guide the development of the sector’s five-year strategic plan.
In his opening remarks, the Director General emphasized the importance of high-quality innovation in higher education as a catalyst for national development, highlighting the formulation of the Higher Education Strategic Plan 2025–2030 as Rwanda’s roadmap for transformative change.
Key discussions during the workshop focused on improving research and innovation, strengthening institutional capacity, and enhancing student financing and welfare.
In her closing remarks, Rose Baguma, Head of the Education Policy Department at the Ministry of Education, thanked participants and noted that insights from the Expert Roundtable will inform the Higher Education Strategic Plan. She underscored that achieving Rwanda’s transformation by 2035 requires empowering higher education through research, institutional growth, and meaningful community impact.
