Required documents for all applicants.

This service allows individuals who completed their higher education outside Rwanda to request an official Equivalence Certificate from the Higher Education Council. The certificate confirms that a foreign qualification, whether obtained through in-person, full online, blended, or distance learning is comparable to a recognized Rwandan qualification.

Applicants may request equivalence for any of the following academic levels: Diploma, Advanced Diploma, Bachelor's, Postgraduate Certificate, Postgraduate Diploma, Master's, Medical Fellowship, Medical Subspecialty, Medical Residency Certificate, or PhD.

Required attachments

• A notarized copy of the final certificate/ diploma/ degree for which the equivalence is applied for.
• Notarized copy of academic transcripts for each level studied for which the equivalence is applied for.
• Copy of Passport (Foreigners).

Additional requirements for PhD holder applicants:

PhD by Research:

• A link to at least one published research paper in a credible journal.

PhD by Coursework:

• Notarized copy of PhD academic transcript for each year studied.

Fees (non-refundable):

• Rwandan applicants: 60,000 RWF
• Non-Rwandan applicants living in Rwanda: 174,283 RWF
• Non-Rwandan applicants living outside Rwanda: 120 USD

Certificates and transcripts issued in languages other than English and French must be translated and certified by a competent authority.

Once all required information and documents are submitted, including confirmation from the awarding institution; the Equivalence Certificate is issued within 10 working days.
