Profile

Dr. Emmanuel Muvunyi is the Executive Director of the Higher Education Council of Rwanda since April 2017. Prior to that, during a period of 14 years, he served in various senior positions in the Ministry of Education of Rwanda. As head of National Examinations and Accreditation, Executive Secretary of the Teachers’ Service Commissionand pioneer Director General of the Student Financing Agency for Rwanda. Before joining the Ministry, he taught at Kigali Institute of Science and Technology, which now forms part of the University of Rwanda. He was the National EFA coordinator prior to 2015, the National focal point of SDG4 and National coordinator of the Inter-Country Quality Node on Teaching and Learning (ICQN TL). He also served as chair and member of several Boards of Directors both at national and regional levels.

Dr. Emmanuel Muvunyi holds a Doctorate degree in Education from the University of Sussex (UK), a Masters Degree in Business Administration (MBA) from the University of Wales (U.K), a Bachelor of Arts Degree (Economics) from Makerere University (Uganda), a Diploma in Education and a Diploma in Business Studies. He has developed over time understanding on policy design, organization, planning and implementation issues in the areas of Education, Economics, Management, Finance and Accounting. Motivated by working towards results, efficiency, transparency and innovation, his carrier objective is to working towards making a significant contribution to the development of Rwanda through continuous learning and adopting best practices that enhance meaningful growth and responsible service delivery.
