TITLE: CREATION OF A UNIVERSITY OF RWANDA

1. NCHE (NATIONAL COUNCIL FOR HIGHER EDUCATION) is advertising a call for proposal from eligible firms/qualified individuals on the Creation of a University of Rwanda by merging existing public universities into one university system.
2. Tender documents may be obtained from NCHE (Procurement Officer) PO Box. 6311 Kigali, upon presentation of proof of payment of non refundable fee of twenty thousands 20.000 Rwf paid to Rwanda Revenue Authority(RRA) account number 120.00.46 at National Bank of Rwanda(BNR) or other Rwanda Revenue Authority(RRA) offices. The receipt must contain the following words: BID/032/S/11-OCB/NCHE/CREATION OF UNIVERSITY OF RWANDA.
3. Tender documents may be obtained on any working day from 10/05/2011 to the address mentioned above.
5. Enquiries regarding this tender may be addressed to the NCHE (Procurement Office) P.O.BOX 6311Kigali, within 15days before the deadline for submission of bids.
6. Well printed bids, prepared in English, properly bound and should be presented in four copies one of which is the original must reach the NCHE procurement office at Kacyiru, Mineduc building not later than Thursday 9/06/2011 at 09:30 am .Late bids will be refused.
7. Bids will be opened in public session in the presence of bidders or their representatives who choose to attend at NCHE Conference hall on Thursday 09/06/2011 at 10:00 am.
8. Technical and financial proposals must be presented in separate envelops.
9. NCHE reserves the right to refuse non responsive bids.
